Contains the appointment of James E. Mann to West Virginia's Mercer County Local Board No. 1 (draft board) during World War II (1940); diploma awarded to Lucy Austin Higginbotham (later Mrs. James E. Mann) for graduation from West Virginia University (1929); and a scrapbook of newspaper clippings, most regarding Sergeant Junior J. Spurrier (ca. 1945).
