Overview Letter of 28 November 1862, written by Horace Kellogg, a Captain of the 123rd Ohio Infantry, to Rufus Maxwell of St. George, Tucker County, (West) Virginia. The letter concerns repayment for robberies perpetrated against Union citizens by Confederate partisans. Maxwell had been ordered to pay eighty-five dollars towards this debt by 1 December 1862.
