Woodford graduated from Elkins High School in 1967. While there he was vice-president of the senior class, a member of the high school band, and was selected for membership in the National Honor Society. He was elected president of the junior class at West Virginia University for 1969-1970 under the "Student Party" ticket, with Cindy Faulkes as vice-president.
