This series contains materials collected and created by Thomas W. Gavett while chairman of the West Virginia Human Rights Commission between 1961 and 1966 and relating to discrimination in various local areas of West Virginia. It mostly includes correspondence with occasional instances of reports, meeting minutes and agendas, and newspaper clippings. It includes information related to local Human Rights Commissions and Human Relations Councils.
