Judge William Carrigan appointed Special Counsel to the governor. Floyd R. Tarr, Weirton, appointed Judge of the Common Pleas Court of Hancock County. Deputy Director of Dept. of Natural Resources, Rodney Wayne Clay of Beckley appointed. Medical School- Marshal U. and Board of Regents directed to proceed- draw on $50,000 appropriated by Governor for costs. Financial condition of State $35 million estimated surplus for 1972. Executive clemency 27 total.
