Knapp was a founder of the West Virginia 4-H Club, and he was recognized nationally and internationally for his work in rural education to both youth and adults. He was also instrumental in promoting programs for rural electrification in West Virginia.

This council established by University President James Harlow functioned as a board overseeing and determining the agenda overall planning. Its wide scope covered everything from changes in departmental operations such as tenure policy in the School of Arts and Sciences as well as the construction and renovation of buildings such as Colson Hall.
