The representation and petition of the subscribers, inhabitants of the county of Berkeley, citizens of your state, respectfully sheweth, the equal privileges of the people of this Commonwealth recognized in the Bill of Rights have been infringed upon by an act of the General Assembly granting the Quakers and Mennonites an exemption from military duty... we pray you repeal so much thereof as may tend to lay unequal burdens on the people of this Commonwealth.
