Index Card Notes: To the honorable speaker and members of the House of Delegates of Virginia. Your petitioners of the county of Berkeley beg leave to represent your honorable body that in this and neighboring counties the cultivation of tobacco has now been replaced almost entirely by wheat and flour a most important staple. The farmers and millers are forced by lack of space to store the surplus with merchants who carry on unjust speculation on the property of others... etc. [sic]... your petitioners conceive that by providing by law ware-houses for flour at ports and places, as to the legislature may appear convenient, to appoint inspectors at such ware-houses, pay a fixed salary to the inspectors whose duty it shall be to receive and store the flour, to issue notes, and to [be] answerable for the redelivery when called for... and in other respects regulate the subjects to the principles of the tobacco law.
