Index Card Notes: To the general assembly of the commonwealth of Virginia, the undersigned memorialists, freeholders and inhabitants of the county of Cabell respectfully invite the attention of the legislature to a subject which they regard with deep concern -- the rapid growth of the neighboring states ... the sparseness of ours ... our soil is fertile, climate salubrious ... we trace our present depressed condition of our section of country ... to the proverbial uncertainty of our land titles.
