Index Card Notes: To the general assembly of Virginia: The undersigned freeholders and inhabitants of the county of Berkeley, respectfully represent: That, in their opinion, the existing road system is at once unequal, unjust and oppressive in its operation,... dependent upon a capitation tax alone ... your petitioners pray that an act may be passed authorizing and providing that expenditures in relation to roads and bridges within the county of Berkeley shall be defrayed by an assessment upon the real property of the county.
