Index Card Notes: To the hon. speakers and senate and house of delegates. The petition of your subscribers citizens of Brooke County sheweth that in 1807 when the said county was erected, the seat of justice was placed at Wellsburg....etc. Brooke County is so situated between PA. and Ohio that a convenient shape cannot be given to it by conveniences under which parts of the people labor except by a division of the county...etc.
