Index Card Notes: To the senate and house of delegates of the commonwealth of Virginia in general assembly convened, the memorial and petition of the undersigned inhabitants of the county of Jefferson respectfully represents: that there is, in the opinion of your memorialists, scarcely any subject more imperiously demands grave and deliberate investigation by the legislative bodies, than the question of the adequacy of salaries of our judges... the enactment of good laws, and the administration of those laws by honest and able judges is the subject your memorialists would respectfully solicit the attention of the honorable bodies they address...etc.
