Your memorialists citizens of Hampshire Co. respectfully represent that all taxes imposed upon the people of VA. that upon law process is the most unjust and unequal... it is a tax imposed upon the poor for the benefit of the rich... who are most interested in the speedy collection of debt... your memorialists respectfully pray a repeal of all laws imposing taxes upon law process in actions of debt at common law, and upon all suits in chancery.
