Index Card Notes: To the honorable the general assembly of VA.: The undersigned respectfully represent that they have always conceived it to be the duty of the legislature to watch over the interests of the honest, industrious and unsuspecting part of the community with peculiar care... of late years a system of fraud, sanctioned by the law of the land, which produces ruin and injustice to others... a man sees he cannot pay his debts, selects a favorite creditor, gives him a deed of trust to his estate, takes oath of insolvency, returns to his possessions and enjoys his estate...etc...while those who trusted him finds their money lost...etc.
