Index Card Notes: To the honorable the general assembly of Virginia: Your memorialists pray that a law may be passed, limiting the amount to be assessed upon the titheables of the county, and authorizing, in aid of that fund, an assessment upon the land -- upon the rents of the houses and town lots of the county, and upon such other taxable property as is now charged for the support of the government.
