To the honorable, the general assembly of Virginia: The undersigned citizens of Berkeley County, beg leave to present to your attention a series of grievances... there is but one good highway we travel formidable distances to get to our courts and elections... there are many large mt. streams to cross... we need our election precincts nearer to home... we pray you grant a separate election district...etc.
