Index Card Notes: To the legislature of VA.: The memorial of sundry citizens of Jefferson County, assembled at Charlestown, respectfully sheweth: That your petitioners are owners of slaves, the rightful property which is sanctioned by time, constitution and laws of this state... they would respectfully suggest the propriety of asking of congress the power of forming compacts, with non-slaveholding states on our borders, on the subject of retaking fugitive slaves within their limits.
