Ohio County Petition, 1838 January 04

Index Card Notes: To the senate and house of delegates of VA. The petition of the subscribers, citizens of the city of Wheeling, in the county of Ohio, respectfully sheweth, that, by the charter of 1836, the power of the council to tax titheables and real estate, is wisely limited; yet by the same charter, the council is empowered to tax auctioneers, ordinary keepers, &c. at their discretion. If it be wise or proper, that the power of the council offer general objects of taxation be limited and circumscribed, so should their power of taxing particular interests and smaller classes of persons be limited... your petitioners also pray that the charter of said city be further amended, so the mayor and sergeant thereof may hereafter be elected by the qualified voters of said city. Such amendment, by drawing the attention of the citizens more to the selection of their two most important city officers would have a beneficial tendency.
