Index Card Notes: To the general assembly of Virginia: The undersigned, residents of the country lying on the Little Kanawha River and its tributaries, respectfully represent: The valley embraces portions of the counties of Wood, Jackson, Kanawha, Lewis, and Braxton have valuable mineral resources but is still destitute of conveniences and facilities of transportation... your memorialists pray the passage of a law providing for the construction of as many dams and locks as may be necessary...etc.
