Index Card Notes: To the honorable the general assembly of the state of Virginia: The undersigned inhabitants of Berkeley County respectfully represent: that the B&O Rail Road Co. Between the present termination of their road at Harpers Ferry and the Ohio River, caused surveys to be made in Virginia, which as your memorialists have understood, have resulted in the discovery of several routes between Harpers Ferry and Cumberland, lying in whole or in part within this state; and the advantages of which might result from them...etc.
