Index Card Notes: To the general assembly of Virginia: The undersigned citizens of Morgan County, respectfully represent that they witness with satisfaction the recent developments of the public sentiment on the part of the legislature and people of VA. in favor of a system of internal improvement which shall embrace every portion of the state... the one thing that would be of incalculable advantage to your memorialists and the county of Frederick would be the construction of a graded road from Winchester to some point on the Chesapeake and Ohio Canal near Bath... a distance of some 40 miles...etc.
