Index Card Notes: To the general assembly of VA. Your memorialists, citizens of Harrison County, respectfully represent that the existing laws respecting the collection of taxes, and the disbursement of monies for county purposes, open a wide door to fraud and extortion on one hand, and to improvident and injudicious expenditure on the other; and that an amendment should be made as to place public opinion more effectually as a check on the officers concerned.
