Index Card Notes: To the honorable, the general assembly of the commonwealth of Virginia: The undersigned citizens of the city of Wheeling and Ohio Co. beg leave to respectfully represent that they labor under great inconvenience because, of the prohibition of the banks of this state from issuing notes of the same denomination of those issued by the banks in the neighboring states which have denominations of fives, threes, twos, and ones... Your memorialists respectfully solicit that the charters of our banks be so amended as to permit them to issue the same denominations as other banks in neighboring states.
