Index Card Notes: To the senate and house of delegates of VA.: The undersigned, citizens of Jefferson Co., respectfully shew, that for some time past many hawkers and peddlers travel through the said county, on foot, vending their merchandize. These peddlers are not citizens or residents of the state, many are foreigners. They injure the business of the local merchants, without any benefits to the citizens or residents of the state, many are foreigners. They injure the business of the local merchants, without any benefits to the citizens generally.. We pray that the tax on licenses to peddlers be greatly increased...etc.
