Index Card Notes: To the general assembly of Virginia: The petition of the undersigned citizens of the county of Monongalia respectfully represent-- That it is their opinion of your petitioners that the present jury system of Virginia is very inefficient, and unequal, and onerous in its operation, and needs radical reform. Jurors summoned are required, under a heavy penalty, to remain in attendance upon the sessions of the court until discharged be it days or weeks until discharged without compensation and bear their own expenses...etc.
