Index Card Notes: To the honorable the general assembly of VA. Whereas, public notice has been given, that a memorial will be presented to your honorable body, at the ensuing session, praying a "repeal of the act of last session, entitled "An Act More Effectually To Enable The County Court of Brooke Co. To Provide For Making and Repairing Roads and Bridges,"... A reasonable time to test the new measure had not yet elapsed... They are in a better condition than they have been for many yrs.... To the substitution of such an arbitrary system, for the just and equitable policy, established by the new law, the undersigned therefore humbly but earnestly remonstrate.
