Index Card Notes: To the honorable, the general assembly of Va.: the undersigned, your petitioners, respectfully present, that we cannot conduct our business operations without the use of notes smaller than the denomination of $5. Our banks are prohibited from emitting such notes... We pray your honorable body that you will grant to the banks of Wheeling the privilege, and make it their duty to issue notes of a denomination less than $5 to the extent of 12-15 per cent of their capital stock.
