Index Card Notes: To the honorable the general assembly of Virginia. The memorial of the undersigned citizens of Monongalia Co. VA. pray your honorable body to authorize the Board of Public Works to pay the contractors on the Fishing Creek and Smithfield Road for the work already done. The amounts due, are generally to the poor and needy persons, who are now suffering for the necessaries of life; having expended nearly all their property in completing their contracts; they now see the small balance under the hammer of the sheriff... we humbly pray you to make an appropriation to complete said road to the Ohio River, a considerable portion being now unfinished and useless to the community and commonwealth.
