Index Card Notes: To the general assembly of Virginia: your memorialists, citizens of the Counties of Bedford and Campbell and the town of Lynchburg, would most respectfully ask leave to present to your honorable body, their views of the great importance of forming a connection between the James River and Kanawha Canal and tide-water at Richmond; whereby the boats navigating the canal, could at times be placed along side the sea-going vessels in that port... your memorialists pray said Co. to connect their canal with water be no longer delayed.
