Index Card Notes: To the Senate and House of Delegates of the Commonwealth of Virginia: The undersigned Citizens, Merchants, Manufacturers, and others of the city of Wheeling and of the County of Ohio, respectfully represent: that the passage of a law or laws as will restrain and prevent the action of resident brokers in speculating in the currency which the banks throw out to your citizens, by returning the same upon the banks, and drawing from them the specie for exportation; in preventing resident brokers from being the agents of foreign brokers, banks, or individuals...your memorialists pray such other and further legislation as will secure the business of the community from the sudden fluctuations or constant depressions which the displeasure of systematic and constant operations upon the banks may create.
