Index Card Notes: Memorial of the Board of Trade of the city of Wheeling, to the honorable, the general assembly of the State of Virginia: your petitioners respectfully represent, that they are the representatives of the business community of the city of Wheeling, the second commercial city in the State of Va., and as such, they are bound, in duty to their interests, and the State, to submit these facts...etc. The said road would connect with the turnpike from Monongalia County...Your petitioners pray such a road may be constructed.
