Index Card Notes: To the honorable, the general assembly of Virginia: the petition of the undersigned, citizens of the counties of Berkeley, Morgan, Frederick, Hardy and Hampshire, respectfully represents: that the construction of a graded road connecting the town of Martinsburg, in Berkeley county, a point upon the line of the B&O railroad, with a point at or near the Capon Bridge upon the Winchester and Parkersburg road...etc...your petitioners pray that the general assembly will incorporate a company under the usual provisions and that the legislature will authorize the board of public works to subscribe for 3/5 of the capital stock of said company...etc. Xerox Copy Purchase.
