Index Card Notes: To the honorable, the general assembly of Virginia: the petition of the undersigned, citizens of the counties of Berkeley, Morgan, Frederick, Hardy and Hampshire, respectfully represents: that the construction of a graded road connecting the town of Martinsburg, in Berkeley County, a point upon the line of the B&O Railroad, with a point near or at the Canon Bridge upon the Winchester and Parkersburg road...etc...and pray that the general assembly will incorporate a company under the usual provisions.
