Index Card Notes: To the general assembly of Virginia: the undersigned, citizens of Barbour County, respectfully petition your honorable body to effect the modifications of the license system, believing as we do that the present law is defective, the county and corporation courts are able to license in opposition to the will of a majority of the voters...that upon application of 25 legal voters a poll shall be opened at the next ensuing election of delegates to the general assembly for the purpose of recording votes for and against the granting of licenses for the sale of intoxicating liquors by the county or corporation courts...etc....if a majority vote negatively, said courts shall have no power to grant license, if a majority vote yes, it shall be in their discretion to grant or withhold. said courts shall require of all persons obtaining license, under this act, bond and security, with adequate penalty...etc..
