Index Card Notes: To the general assembly of Virginia: the undersigned, freehold citizens of Brooke County, most respectfully represent to your honorable bodies, that they are aggrieved and oppressed by reason of the great and excessive land tax. This grievance has its origin not in your honorable legislature but in the excessively extravagant valuation of our land, by the decennial assessor, Richard Starr, in the year 1850...etc. Your petitioners pray your bodies to pass a law abating the valuation of Brook Co.
