The undersigned citizens of Wellsburg, and of Brooke County generally...Are rich in mineral and agricultural products but undeveloped...it is with reason that the undersigned pray for the passage of a bill including therin first a charter for a railroad from the Virginia State line, through Holidays cove to the Ohio River in Brooke County near to or opposite Steubenville in the state of Ohio and thence by branch down the eastern shore of said river to Wellsburg, and secondly a charter to bridge the Ohio river for railroad purposes at Steubenville.
