Index Card Notes: To the general assembly of Virginia: The undersigned, merchants, manufacturers, mechanics, laborers, and other citizens of Wheeling, do respectfully represent that it is the general desire of this entire community that the general assembly shall renew the charter of the merchants' and mechanics' bank of Wheeling, and the Northwestern bank of Virginia...the undersigned pray that the charters of these institutions may be renewed substantially as they now exist.
