Index Card Notes: To the general assembly of Virginia: the undersigned, citizens of Harrison County, respectfully represent, that in February, 1851, a charter was granted, authorizing the construction of the Northwestern Virginia Railroad from Parkersburg on the Ohio River to the Baltimore and Ohio Railroad at or near the mouth of Three Fork Creek, in the County of Taylor, and a provision was inserted in the said charter, by the city of Wheeling, forbidding the use of the said railroad until certain terms were met...if the restrictions of the charter are insisted upon it will be injurious to this section to the advantage of Wheeling...etc..
