Scope and Contents

Papers of U.S. Senator Howard Sutherland of West Virginia regarding the military pensions of Civil War veterans James Forsyth Harrison and Joseph E. Inscoe, and Spanish-American War veteran Thomas Ingram. Collection includes correspondence between Senator Sutherland, pensioners, and others. Includes typed copies of letters, House and Senate bills, petitions, pension claims, and other material.

This collection is organized into three series, including:

Series 1. J. Forsyth Harrison; 1913-1915, 1917-1919; folders 1-2. This series regards James Forsyth Harrison, a Civil War veteran, who was a civilian employee of the Quartermasters Department, later a prisoner of war, and then served under B. F. Kelley. Since he was never formally inducted into the military, he was considered ineligible for a pension. Papers in this series concern Harrison's petition for a pension, and his later request for an increase due to advanced age and heath problems. There is correspondence between Sutherland, Harrison, and others; copies of pension claim forms; a copy of S. 3934; and other material.

Series 2. Joseph E. Inscoe; 1915-1917, 1919; folder 3. This series regards Joseph E. Inscoe, a Civil War veteran, who served with the Fifth Regiment West Virginia Infantry, Company B. Inscoe was dishonorably discharged for desertion after three years of service. The papers concern Inscoe's appeal for the removal of the dishonorable discharge from his record and his petition to receive a pension for the term of his military service. There is correspondence between Sutherland, Inscoe's representatives, and others; a copy of Inscoe's petition; a copy of H.R. 2738; and other material.

Series 3. Thomas Ingram; 1917, 1921; folder 4. This series regards Thomas Ingram, a veteran of the Spanish-American War who served with the Second West Virginia Infantry, Company H. Papers in this series concern Ingram's petition for an increase to his pension due to heath issues, including rheumatism. The series includes correspondence between Sutherland, Ingram, and others.
